FAA Workshop Held for Emerging Space Industry Leaders

The FAA Center of Excellence for Commercial Space Transportation (COE CST) conducted the second Emerging Space Industry Leaders workshop (ESIL-02) in Washington, D.C. on March 26-27, 2012 to discuss how the U.S. Government is influencing the many emerging commercial space industry sectors. The COE CST is managed by the FAA Office of Commercial Space Transportation (AST).

Eleven “emerging space industry leaders” from across the country attended the event to identify the many roles and policies/behaviors of the U.S. Government as described by five speakers from the nation’s capitol. Presentations given to the group included: “Other Transactional Authorities” by Richard Dunn, “Legislative Policy Perspectives” by Chris Shank, (Deputy Chief of Staff for Congressman Lamar Smith), “Military Space Perspectives” by James Finch (Director, Policy and Strategy Development, OSD/Space Policy), “Regulatory Perspectives” by Jim van Laak (Deputy Associate Administrator, FAA Office of Commercial Space Transportation), and “Industry Perspectives” by Clay Mowry (President, Arianespace North America).

ESIL-02 participants plan to analyze and synthesized the information presented at the workshop and write a paper to provide recommendations about which of the U.S. Government roles and behaviors should be maintained or modified to encourage the development of the emerging commercial space industry. It is planned that their paper will be presented at the International Astronautical Congress to be held in Naples, Italy in early October 2012.

ESIL-02 was the second of a planned series of workshops to be conducted under one of the FAA COE CST research tasks. The first ESIL workshop was held on the campus of the University of Colorado, Boulder in November 2011. Future ESIL workshops are being planned. For more information, visit the COE CST web site at www.coe-cst.org.

ESIL-02 Participants included (shown in the photo, from left to right): Ken Davidian (FAA COE CST Program Manager), Lewis Groswald (Space Studies Board, National Academy of Sciences), Andy Frick (George Washington University), Brad Cheetham (University of Colorado, ESIL Organizer), Ashley Chandler, Stanford University, PhD Student), Mariel Borowitz (Space Foundation, Research Analyst), Sirisha Bandla (Commercial Spaceflight Federation, Assistant Director), Angela Peura (Independent Consultant), Cassie Kloberdanz (Sierra Nevada Space, Manager of Business Development), Nick Craven (Tauri Group, Analyst), Brienna Henwood (NASTAR Center, Director of Space Training & Research), Mike Lapidus (SpaceX, Government Affairs Associate), and Greg Dees (FAA AST, detailed from NASA Headquarters).
